Yes, a registered Special or General PoA can authorise the agent to sell property on behalf of the principal. The PoA must be specifically registered and the agent must execute the Sale Deed in the principal's name — not their own.
A General PoA confers broad powers across multiple matters — property, banking, legal proceedings. A Special PoA is limited to one specific act or transaction. A Special PoA is preferred when the principal wants to limit the agent's authority.
Most PoAs are revocable by the principal at any time by executing a Deed of Revocation and notifying the attorney and relevant third parties. An irrevocable PoA is possible only in limited circumstances — typically where it is coupled with an interest of the attorney.
The NRI should execute the PoA before an Indian Consulate or a local Notary Public, and have it apostilled under the Hague Convention. On arrival in India, the apostilled PoA can be adjudicated (stamp duty paid) and registered for property transactions.
